Federal Ministry responsible for the development of state policy and legal regulation in the field of healthcare and compulsory medical insurance, circulation of medicines for medical use, including the disease prevention, medical care, medical rehabilitation and medical examinations, pharmaceutical activities, which include ensuring the quality, effectiveness and safety of medicines for medical use, circulation of medical devices, sanitary and epidemiological welfare of the population, health resorts, as well as the management of state property and the provision of public services in the field of health. On May 21, 2012, it was transformed from the Ministry of health and social development of the Russian Federation.

The territorial Fund manages the resources of compulsory medical insurance in the Tyumen region intended to guarantee free medical care to people by the compulsory medical insurance programs and to ensure the financial stability of compulsory medical insurance in the Tyumen region, as well as to solve other tasks established by Federal law No. 326-FZ of 29.11.2010 " about Obligatory Health Insurance in the Russian Federation, the law on the budget of the Territorial Fund.

Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing in the Tyumen region is a territorial government executive body (Russian consumer protection agency Rospotrebnadzor) that performs the functions of control and supervision in the field of ensuring sanitary and epidemiological welfare of the population and protecting consumer rights in the consumer market in the Tyumen region.
